New Capital Investment Entrant Scheme

The New Capital Investment Entrant Scheme (the Scheme) is designed to attract asset owners to settle in Hong Kong, offering them the opportunity to explore the city’s diverse investment landscape through strategic wealth allocation and management.

Immigrant investor programme requirements vary by country. The application and review process for this Scheme should comply with the government's criteria. With a wide range of permissible investment assets, the Scheme can accommodate investment strategies and needs of different investors.

Eligible individuals must invest a minimum of HK$30 million, net (or equivalent in foreign currencies) in permissible investment assets. Of this:
  • HK$3 million must be placed in a New CIES Investment Portfolio
  • At least HK$27 million must be invested in any of the following permissible financial assets and/or non-residential real estate (with an investment limit of up to HK$10 million)
     
  • Eligible collective investment schemes (such as ILAS)
  • Subordinated debt
  • Limited partnership funds ("LPFs") – investment capped at HK$10 million
  • Equities
  • Certificates of deposits – investment capped at HK$3 million
  • Debt securities
     
Age
  • 18 or above at the time of applying for Net Asset Assessment
Scope
  • Foreign nationals (except nationals of Afghanistan, Cuba and Democratic People's Republic of Korea);
  • Chinese nationals who have obtained permanent resident status in a foreign country;
  • Macao Special Administrative Region residents;
  • Chinese residents of Taiwan;
Net assets
  • The Applicant must have held net assets or net equity to which they are absolutely beneficially entitled with a net market value of not less HK$30 million (or equivalent in foreign currencies) for the two years preceding the date they lodged their application for Net Asset Assessment under the Scheme.
